I feel like the issue there is "are they trying to adapt an existing thing or not." That sounds very little like any of the existing Discworld novels, but if they were doing something entirely new and just using the world, that's fine. If they were trying to do Monstrous Regiment with a bunch of new characters or something I wouldnt be into that. Things can be inspired by something cool without having to be an adaptation of that thing.
Sometimes, yeah. But with something as beloved as Watchmen you're going to get a lot of pushback from fans of the original work if you make any but the smallest changes.
