"Propaganda" isn't always divisive. It's often just a point of view or a certain framing. It's not even always a part of a campaign.
Why must something pleasurable (in most cases) need consequences....? Confused about it.
Calling Social Security an "entitlement" is technically neutral, but the word's pejorative shadow lets people frame beneficiaries as undeserving...even though it's money workers paid into. Entitled behavior is offensive precisely because a person is treating a desire as if it were a rightful claim (something to which they're genuinely entitled). So people sometimes hesitate to assert genuine rights ("I don't want to seem entitled") because the negative sense has contaminated the neutral one.
