Legally, OSHA sets the standard at the employer certifying that the employee has been trained to safely operate *their* forklift in *their* workspace. Since there is such a wide variety of forklifts- er, "powered industrial trucks" - with a huge assortment of options and every company has it's own rules about how and where forklifts are used and for which jobs, there is no higher bar to clear than company training. (Only applies to the US, obv)

I not so sure. My company is contracted by a state university to manage one of their theaters. CapEx is covered by state funding and anything over $500 requires seven levels of approvals. Nine out of ten times those requests are denied. But monthly payments of $400 go through automatically and only get reviewed once total spending exceeds some arbitrary dollar amount, if ever. Obviously, PBS's situation is a little different (since they're mostly private), but they probably also have less money.
