Syria undercuts your entire "argument", as flimsy and chauvinist as it is. The Syrians who took up the fight for a better country, over the past 15 years, have finally won. They have succeeded in extirpating the dictatorship and its corruption. Imagine if al-Julani had simply sailed off to Europe with his tail between his legs to eke out some meagre living in a city that's not his home. Lots of reasons. The word "Senate" means "council of elders". The Senate is supposed to be composed of elder statesmen who fight for their state's interests- hence the equal representation. The House is the place for legislation, populism, and radical ideas, and the Senate is supposed to temper those ideas in the fire of realism. That's how most bicameral legislatures work. Look at the Canadian Senate, for example. States are equals in the union and deserve to have a voice to some degree.
