Not really. It's about the context and consent. If someone puts on a bikini and goes out in public, they know they're going to be seen, and they might even want to be. Either way, there is a level of consent they gave before going to the pool, the beach, or wherever. Whereas if you catch someone in their underwear, they probably weren't trying to be seen.
