I understand that, and I'd feel the same in their position.
We (the UK) need to demonstrate a conciliatory position to the EU through at least three changes of government, so they can be sure that we're a reliable partner again, and that the pendulum won't just swing back at the next general election.
Similar situation to the US. A democrat admin won't be enough to win back trust. They'll need a sane republican admin as well to show that the insanity has been dealt with.

Let's be fair, it was the usual suspects who did all the complaining. The same cohort of right-wing idiots who are ruining every country they infest. Every survey for years has shown a majority are in favour of rejoining.

Firstly, the 16°c is a minimum acceptable temperature.
Secondly, that's for indoor sedentary work (e.g. desk work). The minimum is 13 for physically demanding work.
Thirdly this doesn't apply to outside work, the employer needs to make other arrangements such as providing warm clothing and a warm area for breaks.
