Buddy, that's on the low end. Some people spend way more to remain attractive. Women spend $500 on haircuts alone. Men will spend $700 on gym memberships to build up muscles, and hundreds more on protein powders.

The idea that every person can just skip to looking good with a comb and iron shirt is just based an arbitrary point you've decided. It's easier to justify your contempt if your victims are choosing to be unappealing to your tastes.

It's also about how much you want to spend. In money, and in time. To get the above effect, most of the time you need to spend 100s or 1000s of dollars and hours of time. Some people would prefer spending those limited resources on things that matter more to them

In general I'd say that too. But remember as well, that grift in the military has been going on for a long long time. So the systems are in place already. And people have a tendency to emulate their leaders. They say "If he does it, and gets away with it, why shouldn't I?". So it's him + every wannabe, who does the math and chooses millions over their paltry salary.

Plus with all the laws, anyone who did find out would get jailed if they revealed it.
