Depends on the horsepower. A 1/2HP motor will just stop if caught, but it's powerful enough to turn a bowl.

Probably the minimum you could get away with: Bench lathe ($200<), roughing gouge for exterior+bowl gouge for interior($100<).
No. Fabric can get caught in lathes. Safety standards for lathes explicitly state not to wear gloves.
And gloves and long sleeves can get caught in spinning things and fuck your day up.

As someone who does commission work, it's easy to make 50 identical bowls if you have an efficient process. I'd take $5-$10 for that bowl.

Saw dust is useful. I make fire starter logs out of most of mine. Just mix it with old shitty candle wax. A small piece will burn for 30 min
