The core flaw in your argument is the "if rent is the same." Landlords exist to make a profit, either as individuals or as corporations. That profit by definition is economic return beyond the costs of building, operation, maintenance, etc. Public or nonprofit ownership can provide the necessary public benefit of housing, which is necessary for everyone (even those without income) to survive, without the need to generate profit.
I see from some other comments that you're a brit, so you probably have no reason to know about the US Section 8 housing program. Basically we switched from publicly owned housing to the government providing housing vouchers to tenants. I'm not sure if there are similar programs in the UK / Ireland or not. There are pros and cons, but the gist is both approaches spend tax dollars on housing assistance, but the voucher program massively benefits a rich landlord class.
