If we're talking about keeping them inside, I'd say yes. If you cant take your dog out for walks, or have a big enough garden that they can get enough exercise running around it, dont get a dog.
Oh I know, its a big debate in my country, because they've wiped out so much native wildlife. Its why I made my housemate put a bell on his. I dont own one, but still pretty much everyone Ive met who does, lets them roam freely.
