I had nearly that long canines as a kid. They all broke, though. Turns out, when they're long and thin like that, they're also brittle.

They are probably semi permanent prosthetics. You can get them done with composite bonding, where they just put tooth resin on your teeth and shape them into fangs. It's actually not hard, almost any dentist has the skill and equipment to do it, so you just gotta check if they do that sort of cosmetic procedure.
