In the state with the most expensive electricity, where the grid already has problems with capacity at peak times it's monstrous that they're doing this. I think a large part is that the mayor has control over the finances and the budget of the city. So he can allocate money to programs that will have immediate impact and help people. Like he was able to choose to fund libraries where the previous administrations had a system where they had to beg for their budget - and previous mayors didn't bother fixing it. The things that have the most impact are often not very expensive, politicians just have to care enough to fix them.
