Either of the Telegram *clients* can request it and use that to make a preview, that's fair - but this was a foreign IP address from some data center. That means at least the url from the text was sent to some third party, and that means it's not end-to-end encrypted.
Very well *marketed. If you paste a url of a server you control in a message to a friend, you can see it being requested in the server logs before even sending the message, from a 3rd party. It's possible to encrypt 1-to-1 chats iirc but definitely not the default.
