The summation wraps it all up combining the probability for each value that was asked for "m" (all whole "m" values such that m >= N/2)
N choose m*(0.25)^m*(0.75)^(N-m) - The probability of something that has 25% chance of ocurring, to occur exactly "m" times after "N" tries
Breakdown: P(m>=N/2) - Probability of event "m" happening exactly N/2 times + the probability of it happening more than N/2 times
Formula written in plain english: what is the probability of getting a 1 on a 4-sided die, on exactly half or more than half the rolls.
