You can start to drown in 20 seconds . When I was a lifeguard we had to be able to get to people in 20 seconds because that's how short of a time it can take to have enough water in your lungs to make them shut down
It's a safety thing. People who go after cats are often seen as unsafe because usually small kids will try to grab them and hold them incorrectly , things like that. Cats like to have control of who they come to so the person who is ignoring them is the person they are going to seek out first.
