I checked in randomly on a classmate of mine that always seemed like a bit of a fuckup to me and he is a TV producer with multiple major awards. I'm pretty sure I remember the list including at least one Emmy and a Peabody

Nobody follows govt accounts that just give dry updates, and then no one knows about the updates, and then people go on reddit and imgur to complain that there's nothing out there to explain X when the agency that manages X is putting out explainers every month. We haven't done the quirky social media thing yet, but I understand why some agencies do.
Like 2018ish the standard advice in government flipped from "avoid social media as much as possible" to "build engagement however you can" because the old men in charge finally realized that no one was reading press releases in classic news outlets anymore
NPS had a great social media presence and I can tell you gov employees elsewhere were very jealous. But the biggest reason they do shit like this is because agency social media accounts get very few follows otherwise and then you've got no audience when you have something you actually need to share and it's easy for copycats to confuse people

The timing of it is really the number one thing. Ask after the meeting, catch them in the hall sometime, bring it up in your one-on-one. Asking during the meeting wastes everyone's time while you either demonstrate your lack of understanding of something extremely common and clear or try to score points against your boss.

They're commonly bought by marketing companies, too, and mixed with other sources of information. A couple of high profile "voter lists" sold on the dark web have turned out to be marketing lists containing info elections agencies don't even have in most jurisdictions, like gender and ethnicity.
Every vet I know voted against this and is taking active action to oppose it

The actual ability of the average person to read their local vernacular is harder to trace and varies greatly by time and place but we have stacks of receipts and personal notes and even homework to suggest the ability to at least struggle through simple writing was common
