I think I get where you're going, but you really can't separate economics and politics. The two are so intertwined and influence each other at a pretty fundamental level. Tbh, I think pretending that 'business' and 'politics' are separate things is kinda how the upper classes have been able to so completely seize control of politics. Not acknowledging the power of the two over eachother has kept us from keeping to two balanced.

But wouldn't listed real estate values just be potential/abstract values? Like the cost of a house or commercial space aren't just the cost it was to build them. If a city was destroyed, there would be significant lost real estate value, but that lost value isn't what it would cost to rebuild it. That said though, even just one modern city being nuked with modern nuclear weapon would be a massive humanitarian disaster on a scale that we have never seen, and that is an impossible cost to estimate

And that's just tangible costs of the actual police/medical response on that day and in that moment. Start adding the costs of overwhelmed ERs, delayed responses to more urgent emergencies, and other intangible costs drives it up further. But that's only a good thing for the rich, since it means more (and larger) medical bills and more junk to sell governments.

Not only that, but there is LITERALLY a permanent portal to the immaterium "under" the throne. It only stays sealed from a being of sufficient psychic power sitting on it. It was enough to just have the emperor before, but he just couldn't do it after being mortally wounded.
