It's called a "snowshoe". It's a loop back for the fiber, so if there is a main line break, you can unwrap it from those and it will give you enough slack to make a repair. Basically it's double backed between poles giving you a couple hundred feet of extra line.

As a cable guy who gaffs, this is damn high. I made a bad choice recently and got composite shanks instead of steel ones and I can only stay up for about 15 minutes before my feet feel like they are going to fall off. This dude isn't your ordinary cable tech!

When I was younger and got a DUI (very stupid, I know and learned my lesson) I had to go to 8 religious based counselings and when I said I didn't believe in that they wouldn't let it go and every session told me that only Jesus can help with my problem.. I didn't even drink that much and all it did was make me despise the whole system. They even tried to request that I do an additional 8 sessions. It was disgusting

Damn dude. This hits hard for me and reminds me of when I had to put my dude Beans down. Took almost two years not to think about/miss him every day. Now I still go out and have a chat with him from time to time. They are never gone. Burying him in a place you see often will help to let go, and also to never forget. So sorry for your loss
Cable companies have almost zero control of this. Its the networks that force packages and demand extra money every year. They are just middlemen that have to negotiate prices and are forced to push the cost onto customers. Blame the networks. That's why most providers are focusing on upgrading their internet and slowly abandoning the TV side of the business. They barely break even on the TV end, hence why they want you to bundle the stuff that actually makes them some money.
