In a hive, I think the lack of queen pheromones would lead to development of fertile queens from the last eggs she laid, but they need 1/n
to fight it out, get out and get laid, and one needs to return (and be accepted). I was told it can happen. In a queenless swarm, death.
A queen has to be intentionally produced by the worker bees. They feed the larva royal jelly and have to enlarge the cell so it can grow.
If the hive is swarming, then yes. If the hive is settled and the queen dies, the bees raise an emergency queen from one of the eggs.
