No they are not. The laser breaks up the ink particles and the goal is to not damage the skin. The faster the laser pulse the more differential heating the ink takes and there fractures into smaller pieces
The moulds cost more to manufacture and wear out faster (wear is very noticeable with transparent parts) so transparent shots are typically much more expensive, only feasible on limited runs, or reserved for the first dozens of shots. Basically, transparent parts are a pain
