It is, and it's exactly the reason and purpose that traditional banks are exploring crypto currency options. The problem being similar to the problem of computer hardware ports before standardization amongst different vendors in that no one major bank corporation wants to adopt a stable coin created by any other major banking corporation.

Curious to know what those reasons are. For a township, they shouldn't have any meeting where the handling of classified or protected (HIPAA or PII) information happens. I legitimately can't think of a scenario that would justify close door meetings for that level of government.
