The reason for the "no obvious reason" is due to their real-time traffic data. If the system detects a main arterial is slow it will start directing people down ANY route that can get there faster, even if it's only by one minute. It's repeatedly directed me to cross a toll bridge here that adds five miles to the route and shaves only a minute or two off the drive time estimate. Thing is, it does the same thing for everyone else and suddenly the new route is clogged for "no obvious reason."
I'm choosing the bear.

That diesel will probably hit pocketbooks twice as almost everything gets shipped via diesel fueled transportation.

It's a technique to counter list order bias. Choices that are listed earlier tend to be selected more often. This can be a significant effect for voters that aren't well informed. Hmm, only "clean" way I can think of to connect an island would be by drawing a boundary box around the whole thing and have the islands touch the border as inconspicuously as possible. Love the extra shading technique.
