That tag is readily available for use. We did mistakenly remove the ability to add custom tags in the latest update, and we'll fix that in our next one; there's no reason at all to stop people from having fun with the tags they want to add
We'd like to build our own on desktop rather than relying on the third-party integration we have, but it's not in the roadmap just yet. It's pretty good on apps though :)

That is expected as random is the last area in which the content controls and user filtering don't apply. The use case for supporting it there is rather small, so I've not been able to justify the effort, I'm afraid. For some context, it's at least a full weeks' work for a dev to complete
