I think it's more that they're not used to being told no, so when they're actually told they can't have something, that's the one thing they want. A unique experience that no one else can have. I'm sure it's more complicated than that, but that's my two cents.

In the opening scene, he lies about the results of an ESP test to flirt with a student volunteer. Also, one could argue he used the whole Zuul situation to get close to Dana. Not the worst, but I guess it's a bit sleazy.
