I mean. I'm not surprised. We've been fighting a proxy war in Ukraine without ever entering a war footing ourselves. So obviously we would be slow to restock. As for why it takes so long. Even the mayor isn't immune to needing permits and inspections. Unless you're saying you would like to see a mayor deal in corruption, in which case you'll need a republican to be mayor instead, since that party seems to not mind when their members do it, just everyone else.
I mean. Sure, they can do that too, but it takes time to remodel a store too, in some ways, it can take longer to remodel a store than build a new one. You have to first figure out what in the building is salvagable, what can be left and what absolutely must go. Then you have to tear out. Then rebuild. Then, find out that some existing shit is in the way and redesign. Then build more... it doesn't matter if it's new or not. It takes time...
