That's fair. I guess I just don't really remember it being brought up a lot beyond Edi coming up with Legion to reflect it, and you know, explaining why Legion was different from other Geth. The rest of the games I only remember everything revolving around Legion wanting to free the Geth. Are we talking codex entries? Cause that's a whole other level of world building in ME, they get so detailed.
I wouldn't call it a half thought out more as just not the focus of his character. Where Legion shines is the idea of what makes something alive. It's the complex debate of sentience and whether the Quarians were right or wrong for trying to destroy them. The reveal of the war starting because a geth asked if it had a soul. That's the story being told with Legion, not so much the multiple consciousness with a single body.
I don't think they really thought about it that deeply. They wanted to work in the story of the Geth and have a way to make the player decide on helping the Geth or not. The solution they had was to make a separate consciousness of Geth not controlled by reapers. I doubt they went any farther than that. Pronouns start as "it" signifying distrust, and he/him to show a growing bond. Personally, I really love Legions character and how it's written. His and Tali's missions were my favorite in ME2/3
It's been a while since I played, but I think characters first referred to Legion as "it" and then he/him was starting to be used as bonds grew. But Legion would say us/we in reference to itself. If you just mean in general by the makers of the game not using proper pronouns for Legion, it was made in 2010. The use of gender neutral terms wasn't very mainstream at that time. I remember it being a giant deal that you could even romance people of the same sex at that time.
