another big issue is simply the fidelity of today's graphics. They just need a lot more time from the artists
I'd blame the ability to download patches and the change to download only titles. Before that you needed a finished product to press onto your CDs/DVDs/cartridges.

Add to that sleazy "Besserwessi" investors who knew how to milk the subsidy pots before disappearing back to the West. Another issue is that people in the East are very wary of overarching authority, which the almost indistinguishable main political parties (from the West) have become. No one but the AfD (pretends) to listen to people in the East.
