I know a bit about 1989 and Noriega. The situation was much more clear. The invasion was land based, there were rising tensions and skirmishes, and congressional approval and everything. I just started hearing explosions at a distance and planes flying over almost 2 hours ago.

Noriega was initially a CIA asset that helped with anticommunist operations in Central America, but got greedy, played double agent with Cuba/USSR and eventually grabbed de facto power. But the biggest motivation was that the Canal was to be handed over at the end of 1999 per the Torrijos-Carter agreements, and having it controlled by a bunch of thugs was unthinkable.
In the end it was alright and Panama is now doing well, but Vz is more complicated.

Hi from Caracas. I heard the explosions at about 2 AM GMT-4 (1 AM ET). Planes can be heard above.
There's very little information, but one confirmed location is Fuerte Tiuna, a traditional military center without a lot of defense capability (maybe mobile AA launchers but there are not reports of any active).
There's videos of Chinooks but can't trust them.
