And the taxes paid on weed and other drugs help pay for their health care system. They also have far less drug related crime, fewer ODs, and donb't spend a fortune on a Drug War they are losing like most other countries.
Relative danger is not a basis for approving the use of any substance. Now I only have a BSc in pharmacology and toxicology, and maybe there are some really deep studies that I've never come across...but given what I do know, this is not a great idea.
And I've never been in a meeting & heard about someone snorting a gram of coke then blacking out and getting into a fist fight/beating their spouse or killing a family of four w/ their car. The detox for coke is usually 72 hours, a nap, and a sandwich. Detox for booze can literally kill you.
Sorry, I know we've normalized drinking & stigmatized narcotics, but no drug can pound your life flatter than hammered shit quite like alcohol can. Only a serious heroin habit comes close re withdrawals.

The guy would buy it and then they'd leave. This was incredibly regular, more than once a week, and fairly varied in who joined her.
Now I'm not saying she got paid for sex. I am saying she accepted a bottle of liquor for it though.
Or, she was a sex worker who wanted alcohol involved to take the edge off or even the scales of physical dominance, a la marion and belloq, to reduce the danger. Or she wasn't a sex worker and was just playing the field and enjoyed a drink.

The most costly item we have for the healthcare taxpayers of the world is actually restaurants that sell salads. People eat 3000 calories a day, but have a salad for a starter and believe they are going to have a wonderful time in retirement age because of it. But that is not how nutrition works. We need X amount of nutrition, anything above is gluttony, anything below is starvation. If you have what you need, an apple between meals does not actually ADD any health benefit.
The legality of alcohol does skew the numbers a bit though. If you can legally buy and consume a thing, and it is culturally widely accepted, of course there will be more people developing a harmful relationship to it. If we had cocaine ads, cocaine sponsorships, cocaine snorting contests, cocaine receptions, victorious sportsmen showering people in cocaine, etc., we'd also have a lot more cocaine addicts.
