Bullies literally have no plan for what to do if their aggression doesn't work. Not just in this context, but in the context of personal face-to-face also. You've likely seen this a few times in those clips of some kid getting bullied and then when they finally respond with violence to the aggressor, the bully basically freezes and shuts down. The entire mental state that has people bully others requires assuming that it will always work, and thus they can't understand what to do if it doesn't.
