Yeah I was thinking even a compact pair of wire-cutters would go through the valve stem of the tires in about 2-3 seconds.
Also for piercing tires, please remember that a small, thin screwdriver will pierce much easier than a big, heavy, more conspicuous tool.
Really just go to your local hardware store and find the little pocket-sized tools they have for a few dollars. Make a day of it. 🙂

Enough water in the fuel tank will cause the engine to stall out. Antifreeze/ sugar are obviously better but not typically on-hand.
Most cars have a tire iron to remove lug nuts and fit many sizes.
Important wiring, lines, etc, are easily accessed on a high profile chassis if you have a few seconds.
There are a lot of ways to disable a dangerous vehicle :)

It doesn't dissolve, but it clogs pretty well.
The fuel filter is often after the on-tank pump (or integrated into it).
The fuel tank pickup is low in the tank and will clog if there is enough sugar and it settles. Engine is starved of fuel and dies.

Pour fucking soda or whatever you got on hand quickly into it, but like the other person said, a full tank would be an impediment and you would have to siphon petrol out for the replacement to be an effective sabotage, which is not easy in a timely manner. Best to just slash the tires or employ a crowbar to get into the engine and disconnect shit. Don't electrocute yourself though. Also, spraypaint the windshield if you got time. Carve label into it as ICE vehicle, so mechanics charge a premium

If not remedied, it can cause internal engine corrosion, but water can be flushed out.
Sugar sticks to whatever it sticks to and the parts replaced, but after it clogs, you ain't goin anywhere until the tank is dropped since most vehicles have the primary pump on top of the tank.
These may not have immediate effect, so both are more 'vehicle is parked/ unattended'.
Also, a full tank can make the amount you put in too small to do much.

I would say about half of the voting public voted for it and likely see it as a success that they are 'cleaning up the streets' and probably cheer on these agents trying to plow through these people. I'm going to ignore the politics here for a minute because I want to point out that ICE is really, really bad at basic police work. They don't attempt to arrest anyone blocking the car, they let people physically attack them without response, and they don't deploy pepper spray or baton strikes to clear people from in front of the car. Instead they....shove a few people and then DRIVE OFF WITH PEOPLE ON THE CAR, abandoning their fellow agents.

100% this, but they are also being sheltered and helped out by local cops, who are pretty much buddies with white supremacist groups and bounty hunters at this point, so you are up against a whole fucked up system of authoritarian exploitation. ICE agents exist in a godawful legal loophole. They're federal agents, but they have to work with local law enforcement. They aren't military, but they have access to full military paraphernalia. They have badges, but *TECHNICALLY* they don't have wording in their charter(?) saying they have to display them or have it on them. And they *have* a uniform code of what they can and can't wear; it's just not enforced because they're the Dictator's hit squad.
