Whoa, nunchaku were rice flails. Peseants were not allowed to own weapons which is why fighting systems were developed around what farm tools they were allowed to have at had.
All Okinawan weapons, including Kama were farming tools. The only ones that weren't, and this is hotly debated among purists, is Sai. Sai have no functional farming purpose in their normal configuration. Tonfa are a split mill wheel handle, bo are just long sticks, kama were scythes for reaping, but certain weapons like Sai did exist, and did get used, without everyone being massacred.
