The current system is fucked, sure, but having some sort of regulated mandated authority can work. Look at the EPA, IRS, judges, teachers, and so on. btw, this is why you don't have removable batteries any longer. if the phone is turned off but the battery still in place they can still tap into your phone. you could escape such surveillance by removing the battery but now you cannot since the batteries are all built in.
(i was told this by a phone dealer when i was comparing my old Samsung S5 Neo to the new phones.)

It's really not. When the phone is off it's off and modern devices are even encrypted such that they literally cannot finish starting up again until you enter your password.
If you're really that worried get something like a pinephone or librem or fairphone which have removable batteries and sometimes hardware switches for wifi/mobile networks.

Nah.... Batteries are, by virtue of physics, a wear part. Well made electronics can last decades, but batteries WILL degrade over time. By welding the battery in place, you give electronics a shelf life they must be replaced by.
The battery thing isn't for cops, it's just planned obsolescence to benefit manufacturers and drive sales.

They do it to make the phones thinner, lighter, and less repairable. If you took the battery out they can put one back in, that wouldn't protect you from surveillance. Or the hack kit (because it's also a hardware unit) would include a battery plug in.

That being said, while it's possible to install malware that can remotely turn on a phone my understanding is that to do so you require physical access to the device, as you're modifying machine code on motherboard components that need specialized equipment to modify
