I'm not sure if it's the case here, but what a lot of politicians do is write down (or have their assistants write down) the names and some basic facts about anyone they meet. That way, if they meet them again, or talk about them, they can quickly check the file. It's still a show of consideration, but it's done with more prep work than just relying on good memory.
