A serious homeless problem is an indicator of a flawed economy and system. It's easy to blame the homeless when the problem is caused by many intentional factors that the wealthy create. People don't choose to be homeless, they discover they are and most people are one layoff, one major health problem, from homelessness themselves, which is caused by an economic system that funnels money to the already wealthy.

If they are actually breaking laws such as vandalism etc then that fact is separate from the joblessness/homelessness, plenty of people with homes and jobs commit crimes as well.
