My county arrested one of its older guys for the same thing. It turns out his investment retirement didn't pay out so he started taking several OT jobs at once. Dude was the poster child for unfit for duty, then he started up with the crimes.
There's no consequences for evil in the US. The govt gave business owners $ during the pandemic to pass on to their employees (which, since no 1 checked to see if they did it, they didn't!). Trump has 34 felonies and is a known pedophile, he's still allowed to be president. Cops are breaking every law we have, and nothing happens to them. The same ppl who claim govt can't do anything right, are the same people intentionally dismantling the govt so it can't work.

So you could try to cheat but if you collected too much unaccounted hours someone would ask about it. And pretty early on.
I hate to tell you, but it's a lot more common than that one individual... it's just they don't really go looking for it, so they don't find it... she's brown, so she probably pissed someone off and they looked into her. If they start looking into all the white guys doing it they'll be missing half their force.
AND using the car and the uniform to make extra money….. the folks in the parks department can’t take the truck and the mower home for their side hustle….

Court dates are set 30 days from the violation date, so the cops are checking their schedules to see who has the day off. Then, that cop writes the ticket. They get to sit in court for hours for a defendant who most likely won't even show up, and bill OT for waiting through the entire docket.

Yep as someone who works in gov finance and see payroll yep, police departments do this all the time and governments are scared of making police angry. They are also usually way stricter on Fire Departments regarding overtime and budgets

Even the ones who actually work the overtime will set it up so they get a lot. Huge percentages of arrests happen on the cop’s last 10 minutes of their shift so they have to do overtime for the booking and paperwork.
It could be she is the sacrifice used to wash away the rest of her department's sins. Like x department has a $100,000 discrepancy in payroll so they offer her up as a sacrifice to sandbag any future investigation.
