Weird. A strange old clunker of a car deliberately collides into a little Citroen and the whole windshield just shatters (looks like it's really old--no protective film to keep it together). The driver gets out and runs after one person of interest with a baton of some kind. Then two come by on horseback to join the fray. Then someone starts throwing white paint. Meanwhile two dogs run around like "What the hell is going on?" ... where the heck was this?
I think he must've slipped off. Hard to tell because it happened just as the horseback rider moved out of view. The other confusing thing is the shirt color. Looks like there's 2 others running around with the same color shirt! Weirdness.
They're shirtless. Also I think the guy who fell off the horse is the one chasing after it at the end. Either that or the guy wandering towards the front, but I'm pretty sure that's the guy who was already standing there.

Yes and no, the original HP metric was basically a dude demonstrating how a steam turbine could outperform a team of horses, but chose the weakest sickest ponies to use in the metric, labeling them ‘One Horsepower’, so the entire measure is wildly off from the avg workhorse, or even a riding horse.
We don't use the original HP metric today and it was originally meant to show how many horses it could replace. You'll never get it exact because there are so many different breeds of horses. For example, you have a mill that needs two horses to turn it, and they can only do it for 8 hours without hurting them. So you need 6 horses in three shifts to run it 24/7. A 6HP engine will replace those 6 horses.
