People get curious when bad things aren't happening to them specifically. There were selfish pieces of shit during the Blitzkrieg who refused to dim their lights at night which gave the Germans targets to bomb. No, many people in Russia are relatively blasé towards deep strikes, first because they are relatively novel, second because there has been relatively little misses (although there absolutely was, with some apartment stacks destroyed, but mostly small scale).

This type of accusation / damage control has been invoked by both sides in media / blogosphere, and I would be very careful approaching the source and the chain of proof / statements. But I mean specifically the last campaign of deep strikes on Russia. The instances of hits (or misses) on apartment buildings were very clear-cut and commonly filmed. They do happen, due to the sheer scale of the attacks (perhaps similarly to the regular hits of ap. bldgs in UA by Russian misses, if they are such).

The biggest difference is the timescale — Russia started wide-scale very deep strike campaigns years earlier. Another difference may be bigger callousness and/or lower accuracy (mainly from ballistic and cruise missiles that are very destructive and often less precise, less so with long-range drones that also carry much less explosives). I like to think UA deep strikes are more precise, but UA has always seemingly kept a better OPSEC about actual hits on its military and industrial targets.
