If the rental gets civil forfeitured, these are the possible outcomes I see: (a) rental companies stop renting to ICE/CBP/DHS.b (b) Rental companies start charging ICE/CBP/DHS the cost of the forfeited cars. I know for sure other states guard do require documentation to be armed in states with concealed carry permits. And again, if you don't show your ID how do they know they're who they claim? If they want to ask papers from randos for the wrong colour skin, turnabout is 100% fair play.

My husband is a white male officer in a very small village north western tip of Illinois. Big city cops and small village cops are vastly different. There only 4 officers for his department plus the chief and they work 12 hour shifts. Only one officer on duty and if they need backup the county/and/or state is 30+ minutes away if they even show up at all. I married one of the good guy cops.
This is correct. Besides the principle behind the slogan, the idea that "city cops bad, small town cops good" is quite frankly, absurd. I've lived in small towns and big cities and they're different kinds of bad. In many ways small town cops are way worse.
City cops are often indifferent and cold, they usually don't give a shit about regular people. But at least it's fairly consistent.
Small town cops have more individual power and know people well enough to be biased. Their buddies can get ½

I can tell you from personal experience that the mayor cannot fire a police chief but they can highly pressure them to resign or face the legal obligations of getting it done. This coming from the state of Illinois it could be different in other states.
Even just putting public pressure on them via social media or a news interview might be enough. Have the entire city/state know that it falls to this one person to do their damn job.

Big cities like Chicago may insist that you live in the city, but then you just get some neighborhoods with concentrations of cops, firefighters, etc. and plenty of policing in areas where no cops would ever live.
