I believe the issue is that it broke, there are only people on one side, so it is heavier and that side is being pulled downhill and accelerating.

Taking a bulb out of the circuit (either physically removing it or burning it out so no electricity can go through it) changes the resistance of the circuit and the flashing rate speeds up. If the switch or flasher is broken, then you get no signal at all.
