Sure, but as an FTE I do the same by finding and taking interviews on a regular basis. The difference is I lack the pressure of a deadline.
The same is true for contract work, but in contract work you have the extra burden of knowing the contract will, at some point, end.
It's certainly more secure than contract work with an expiration date!
