When referring to something from a decade, there is an apostrophe because it is possessive. "70's music"

The 60s are from 1960-1969, and the 70s are from 1970-1979.
Arbitrary they might be, but they are well defined and discrete.
Events that poorly educated Americans associate with the 60s routinely happened during the 70s. That in no way makes math work differently. It just means that someone's ignorance caused them to be surprised.
Disputing the math involved, as OP does, is just stupid.
Disputing the relevance as a categorization method would be perfectly reasonable.

You're missing the context. The movie didn't exist in a vacuum. It involved response, reaction, and homage to many other things, both contemporary to the movie and prior to it.
Pulp sci fi in books, comics, and movies were all huge influences not only in subject matter, but also in writing style and tone.
Also, it's kinda supposed to be bad. That sort of scenery chewing with stilted lines is a style choice.

You grab an idea and run with it to a truly absurd degree, and pretend that proves some point.
The Dubai confections are currently being used now to accomplish a contemporary goal in the present.
