He caused panic in a crowded area. Like shouting "FIRE!" in a crowded theater is an abuse of the 1st amendment, this was an abuse of the 2nd
He basically shouted "FIRE!" in a crowded theater. He cause panic and fear in a large public area by doing something not inherently illegal.
