Based on the text in the image, this applies to "regulators or beurocrats", employees of the executive, not courts of law. So all requests where an employee can't literally apply the law, go to the whitehouse, which is probably even more cases.
So in good times they get bonuses for good performance and in bad times they get "please don't leave" bonuses. lol
Regarding CEOs: CEOs are employees, and employees are usually paid on a fixed interval (weeks/months) and their payment is not held hostage until event X. That's what bonuses are for. The problem arises because noone wants to lead a failing company and switching leadership can be very disruptive. So companies are often stuck with paying their management more to stay in difficult times, as losing them would be worse or even more expensive to find someone willing.
Success does not only mean profit. You can see that by many companies that run a deficit but are considered successful. But at some point in the future, profit is usually expected from a company (with private investors), because otherwise investors have to continuously put money in the company = the service is not worth its cost to its users. This is especially untrue when the sole owner of a company is a government.Even profitable companies are not alwasy considered successful.

Deutsche BaNK (<< NK!) not BaHN (<< HN!). There is even a train in the picture. That's a mistake that someone that knows anything about the situation shouldn't make, as the Deutsche BaHN (think trains) is 100% owned by the country Germany. The shareholders are the government.
These seem like very different takes. I find the bezos take somewhat agreeable, although I don't think space stations as we have them now seem like a desireable living space. He recognizes earths desireability but also that off-earth resources could help reduce strain here. Agreeableness probably depends on if you imagine "the expanse" or "star trek"
