Just because you are a good tenant doesn't mean everyone is. They are staying on top of their business by contacting you immediately, because they have learned it's what works. As for renter's insurance, that needs to be part of the rental agreement. If you have a contract, they can't change it unilaterally. If you're month to month, you'll have to do it or they won't renew. Ask the county who gives you subsidy about the renter's insurance and if they're allowed to demand it.
