Here in the US we use Powder Room for older generations and Half-Bath for a modern term to describe the Toilet + Sink combo room.

It's probably, that his personal TV service went out and restored after a little bit. He either believes or was told that there was a massive outage which is why his TV time got interrupted.
Watching a movie that requires 2 vhs in 90 minutes is impressive.
