Technically, encompassing both the European and American definitions of the word liberal, everyone to the left of him could be considered.
I think they mean price-wise.

Mine is only $45/mo unlimited talk/text and 2gb of data through AT&T. Monthly prepaid is the way to go, so is owning your phone outright.
