The text is taken from the German satire magazine "Postillon". The image and the accusations against that beacon of idiocy exist, however I would have loved for folks to skip this one and focus on all the much harder to dispute stuff available. The narrative now is that this is an unlucky snapshot from a humorous accolade improv on the occasion of the other guy's party enrollment, and from the body language and the smile, that seems rather likely.
Loving depictions of mankind's worst invention, with an enthusiastic soundtrack.

The build up is very well done. The pattern with one ball held and moved that people laugh at as his first three ball pattern is actually somewhat harder than the cascade pattern they expected.
As a staff flow "artist", which is basically a hippie version of a baton twirler, but slower and with safety wheels, I can confirm that this is indeed a selection of the most basic beginner moves. However, they do the job for this audience, so, props to him. The difference in teaching approach may stem from the fact that some understand the staff as a weapon, which engenders a lot of caution on top of an interesting amount of ceremony and hierarchy between techniques.
