I've seen programs like this before, and they really can work. People not living where it floods is good, and it being open space means less debris in the flood water, and also potentially better absorption and runoff which mitigates the flooding.

If you're not afraid to get creative you can send messages to our politicians. (Most of their web-forms ask for a zip code, just use the zip of one of their offices.)
