Any punishment with teeth to it would effectively be a life sentence for him. As for the parole part... well, IANAL but it seems like parole could be immediate from my reading of the sentencing guidelines and parole law in NY.

The people who will get them out of necessity are the ones I worry about most. Especially considering they'll likely be the trial users.
I suspect bluetooth connectivity will be a standard feature in cybernetics that require user interface.
